Municipal Council

The municipal council is a body of local government, directly elected by the residents of the municipality, which determines policy for its constuction and development

Art.21. (1) Municipal Council:

1.Create a permanent and temporary committees and elect their members;

2.Approve the structure of local government on a proposal by the mayor;

3.Elect and dismiss the chairman of the municipal council;

5.Determine the size of salaries of the mayor within the existing legal framework and resources for salaries of ataff from the municipal budget by proposal of the mayor

6.Adopt and amend the annual budget of the municipality, control and adopt the report on its implementation;

7.Determine the amount of local taxes

8.Adopt decisions on acquistion, managment and disposal of municipal property and determines the specific power of the mayor of the municipality and the mayors of districts and mayoralties;

9.Adopt decisions for the creation, transformation and dissolution of companies with local assets and determine the representatives of the municipality;

10. Take decisions for bank loans under terms and conditions established by the law;

11.Take decisions for the creation and approval of structural plans under conditions and in accordance with the territory

12.Adopt strategies, forecasts, plans and programs for development of the municipality

13.Defines requirements for operation of individual and entity persons in the territory of the municipality;

14.Adopt decisions for creation and termination of local foundations and  managment of donated propary;

15.Adopt decisions of participation of the municipality in local associations in the country and abroad;

16.Create  mayoralties  and districts under conditions and procedures established by the law;

17.Make proposals for administrative-territorial changes affecting the territory and boundaries of the municipality;

18.Adopt decisions of naming and renaming of streets,squares, parks, engineering equipment, holiday areas, resorts and  resorts areas and other sites of local importance;

19.Discuss and adopt mayor's proposals;

20.Take decisions  for holding referendums and general meetings of the population on matters of its competence;

21.Approve symbol and seal of the municipality;

22.Conferred with the Honorary Citizenship bulagrian and foreign citizen

(2) The municipal council decides and other issues of local importance, which are not within the exclusive competence of other bodies

(3) The municipal council shall adopt rules for the organization and operation of the municipal council, its committees and its interaction with the municipal administration;

 Art.28. (1) The meetings of the municipal council and its committees are open.As an exception, the municipal council can close some individual sessions;

(2)Citizens may attend meetings of the municipal council and its committees, take a specific place for them;

(3) Citizens may speak to make iquiries, comments and suggestions from the jurisdiction of the municipal council, mayor or municipal administration, representing the public interest and to receive answers in order, manner and within the period specified in the rules of art.21 3.
